English Language Learners (ELL)

English Language Learners
 
In keeping with the intention of the state of Colorado and this school district to offer educational opportunities to those students with limited English proficiency, the district shall provide suitable research-based language instructional programs for all identified English language learners in grades kinder­garten through 12 in accordance with the requirements of state and federal statutes and Colorado Department of Educa­tion regulations and guidance.
 
The district shall identify students who may have limited English proficiency through home language surveys that identify a primary home language is other than English, observations, intake assessments, and recommendations of parents, teachers and other persons. Identified students shall be assessed annually to determine their level of proficiency in the English language.
 
Students shall be assessed through use of the language assessment approved by the Colorado Department of Education. 
 
The district shall certify to the Colorado Department of Education each year those students with limited English proficiency, including specification of the number of non-English languages identified as the students’ primary languages and the number and percent of students who speak each non-English language as their primary language.
 
The district shall provide additional information as required by the Colorado Department of Education to comply with federal law.

Strategic Approach to English Language Learners
 
The district’s goal is to make sure that English language learners simultaneously acquire English language acquisition skills as quickly as possible while also learning grade level content. 
 
PHILOSOPHICAL APPROACH:
In a small district with under 100 students, there is a high expectation that ELL students will be in the regular classrooms for the majority of the day. As most classes are multi-grade and multiage classrooms, teachers are expected to incorporate a high level of differentiation of instruction to meet a diverse set of student needs, including the needs of English Language Learners. The Silverton staff routinely incorporates multiple opportunities for hands-on learning, out of the classroom fieldwork, and strong literacy instruction. This approach, combined with a high level of individualized instruction, creates a supportive learning environment for ELL students.
 
  1. Immersion:                                                                                                              
All Silverton ELL students are included in the regular classrooms for the majority of the day and participate in all fieldwork, trips, and school activities. While being immersed in an English-speaking classroom, teachers support both English Language Acquisition and content through a variety of research-based practices.
 
  1. Sheltered English Instruction
As ELL students will be in the regular classrooms the majority of the day,        teachers are expected to make content and academic instruction understandable and accessible to ELL students. The small class sizes allow for a great deal of flexibility in addressing the needs of the ELL students within the regular classrooms. 
 
  1.  ESL (English as A Second Language) Pull Out Program:
NEP students with no or very limited English skills will be provided with either  small group or individualized instruction or the specific purpose of acquiring English language skills. English Language Development and performance indicators have been developed for English Language Learners to guide the ESL instruction.
